Call this a simple statement of the blindingly obvious just to make sure
of things.

Teneb is a loyal citizen of Hashan. We make no distinction between the
breathing and the breathing impaired when it comes to this. As such
attacks upon Teneb are assaults and as such against the law in Hashan.
Organizations who decide to act against Teneb, or any other loyal
citizen of Hashan, should know that we would view this as an attack upon
Hashan and our stance upon such attacks are well known.
