A clarification of the commonlaw of Hashan

Greetings Sapience,
It's recently come to the attention of the Ruling Council of Hashan that
there's some confusion regarding one of the laws of our city. Hopefully,
this message will clear that up.
Our laws protect any law abiding person within Hashan's city limits,
with the exception of those, who are not citizens, who are attempting to
flee to Hashan to avoid conflict. Citizens are not subject to this law,
and are protected at all times, unless they initiate the conflict, and
then flee to Hashan.
Pursuit is not allowed if you've just been killed outside Hashan, and
the person who killed you happens to be standing at our Crossroads. A
battle ends when one party loses their life and is forced to pray for
salvation, or is immolated in the flame. If it's been more than 5
minutes since your last physical contact with the person standing within
our walls, consider yourself evaded, and wait for them to leave Hashan
to resume pursuit. A question was raised about phase and blackwind. Yes,
this does include phase and blackwind. If someone evades you via either
of these methods, you have been evaded, and after a 5 minute span, they
will be protected within Hashan.
In the event that there is someone who's attacking and fleeing to Hashan
on a regular basis, please contact a Regent or the Minister of Security,
and that person will be dealt with accordingly.
As mentioned previously, Hashan citizens aren't subject to the above
listed provisions, unless they initiate the combat.
We hope this clears up any misconceptions.
