In reply to your note, Hikaru, the Mojushai are not "good",
they are neutral-good, and therein lies the difference. It
is a common mis-conception that guild patron determines
alignment of a guild. To a degree it does, because you
wouldn't have Pentharian as the patron of the Maldaathi.
However, the Mojushai values of benevolence and humility
do not mean they are "good" and neither does Pentharian
being the patron mean this either. Although it was asked
for the Mojushai to be placed in Shallam to begin with, at
the time it was not feasible, and as I recall the Sentaari
rejected the idea of being in Cyrene. This did not mean
the Mojushai had the intention of being "good" however,
for Shallam does not house all the "good" guilds, as
the Dawnstriders for example couldn't be classified as
good. The Sentaari have for a long time been undecided
over their classification of alignment. Some of their
members are neutral, some are good and that is the reason
why they have never really had an official alignment. The
move to make the Sentaari "good" has a reason to it, one
which is really undebatable, and hence why there are
objections and a few subsequent departures. So in answer
to your question, there _is_ already a neutral(/good) monk
guild in Cyrene and a "good" monk guild in Shallam, there
has just been long term confusion and mis-information over
alignment that I hope has been rectified.
