Combat within Cyrene.

Greetings.
I have gotten several inquiries into Cyrene's policy regarding combat
within the city, so I'd like to clarify these laws.
The only justified combat within Cyrene is in defense of citizens,
either stopping an attack in progress, or killing/driving out a city
enemy who has entered our walls. Anyone who attacks a citizen within
Cyrene will immediately be enemied.
If people who are neither citizens nor city enemies seek sanctuary
within our walls from an immediate threat, our duty is to politely
inform them that we do not harbor non-citizens from attack, and that
they will have to leave. They will be welcome back in Cyrene when they
are not under active attack. If such people do not leave Cyrene when
asked, they will be reported to the Security Ministry and/or Senate, and
may become enemied.
If two non-citizens engage in combat within our walls, our duty is to
tell them that this is a crime within Cyrene. They must cease combat
immediately, and withdraw to outside the city. If they do not do this,
they will be reported to someone in the Security Ministry or the Senate,
and may become enemied.
People who repeatedly break these rules will be dealt with harshly.
