Seeing whereas many people who reside in Shallam have approached various
members of the Ruling Council of the Crown of the Ithmia, it has been
decided to make a posting on this forum to save us from having to say
the same thing repeatedly.

The Ruling Council of your city has decided that it is in your best
interests to keep four members of Hashan enemied to the city of Shallam
so that each of the twenty-one of you can still be so much
target-practice for the dedicated archers and telepaths on the payroll
of the Crown. As Grifter can inform you, if he were so inclined, his
enemy status has been removed so as to be able to conduct business out
of the shop that he pays the taxes on within the city of Hashan. Please
understand that we currently desire each of you to be enemied to Hashan
as much as you do, yet this is something out of out hands. One small
stipulation is apparently more than the members of your Ruling Council
are willing to allow to grant you. This is but yet another showing of
the unwilling nature of those people who have been elected to act in
your best interests, something that those of us who have the fortune of
calling Hashan home have seen time and time again.

My apologies for any inconvenience that you're continued enemy status
may cause, hopefully this is something that can be rectified in the near
future.
