Shops

This post is not actually directed at Caleth, but rather, the various
foreign merchants of Shallam.

Unlike Hashan which has stooped to politicise their economy
(interventionist policies are mostly market failures), Shallam shall not
reciprocate in kind.

Foreign merchants are more than welcome to keep their shops and they
shall be guaranteed a safe entrance into Shallam for the purpose of
doing their inventories.

On the other hand, do note that they are too no exceptions to the rule.
A foreign merchant who unwittingly had himself enemied would see action
taken against his shop, as per the Merchants' Ordinance (refer to post
8383).
