War, Enemies, and their pretenses

I somehow find it ludicrous for Hashan to complain that their leaders
and citizens are being considered as enemies in this war. Was it not
your Patron, Lord Twilight, who stated essentially that the actions of
the leaders reflect the actions of the citizens as a whole, and
therefore, one should hold the entire city responsible? Drakul, your
Seneschal, declared war on Shallam. Therefore, does not Hashan as a
WHOLE declare war on Shallam? By your logic, every one of your citizens
are at war with Shallam, if they wish it or not. Are you not, Drakul,
then responsible for the deaths now of many ambivalent inhabitants of
your city, for your acts of War?
Not many desire war. But your utter unwillingness to cooperate and
disdain for the voice of Justice have forced war upon Sapience. This is
a war on false pretenses in a clear attempt at causing Strife and
Conflict in effort to sustain Hashan's own imperial domain. It seems we
shall have this war, liked or not. Good Luck, for you have declared many
an enemy unwittingly and needlessly.
