When attain guildmastership of the Mage guild, you will be fully willing
to attend any councils held by the three guilds.

Untill that day arrives, you will have to content yourself with
following the virtues of priesthood, and generally making tyrannical
laws, such as no warloc may enter Shallam etc etc
