So, from now on, we realise that the reason
a vast majority of the Legion's non-magus members
have rings of pestilence and a variety of other
illegal enchantments is because someone mind
controlled a magus to buy the comms, then mind
controlled them to enter the enchanting room,
then mind controlled them to enchant the item,
then mind controlled them to hand it over to them.

Silly, silly me for thinking that it happened
any other way! Of course the Warlocks would never
do anything to violate the treaty.
