Illegal Enchantments

Jack, perhaps I should address this to Antarax as well, since he's the
Guildmaster now..
In recent events, there seems much debate over the Enchantment Treaty,
the Treaty which holds certain Magi Class Enchantments as prohibited,
some by simple creation, others are merely prohibited to leave Magi
Class hands.
Yet, this month, I've encountered someone who wasn't a Warlock, nor
Sorcerer, nor Magi, who held a ring of pestilence. Ironically, they
aren't alone, except that they willingly let me see this ring.
The unique marking, held only by the person who crafted this
enchantment, was said to be Jack. I was wondering, Warlocks, as I'm
turning this over to the Magi Guilds now, do you have an explanation for
your blatant breakage of the treaty you so highly value?
On a further note, I have the entire conversation with the individual
scribed on what is commonly referred to as a log.
