Shallam is a city, the church is...well, the church. Read the old posts
to learn about it. The two are loosely aligned, yet separate.

And the devout does not contain -any- church members because it is a
requirement for Devout to quit the church. The Devout is not there to
help Shallam, its purpose is quite clear in the help scrolls. i.e. A
more zealous approach to following the codex.

I hope this allows you all to bicker with the facts straight.
