Dearest Warlocks,

Due to the repeated assaults upon the passive citizens of Shallam, and
the public of Sapience in general,
No warlock will be allowed entrance into a rite that exists inside of
the limits of Shallam. Any who attempt to come, will be slain first by
those present, and word sent to the guards for enemying.

I consider the repeated assaults, an attack on the city, and not just
the people present.
