This is primarily for those who are merchants in Shallam. Merchants who
will be affected by the city's ruling that no herbs are to be sold
within the walls of Shallam, please send me or my aides a message so
that the chancellory can have taxes forgiven till the ruling is lifted.

However, do take note that this privilege shall only be extended to
shopkeepers who primarily depend upon selling herbs for their
livelihood. Shops which have not sold herbs before will still pay their
yearly tax.
