Guiliaume, I cannot speak for the political system of the fair city of Ashtan, but I know that here in Hashan, the laws and agreements that are signed by our elected leaders are binding on every citizen. And indeed, such laws and agreements -are- written and signed by our elected representatives on behalf of the entire city, in the city's best interest (as you put it). If things are any different in Ashtan, then I welcome a more extended explanation from you, as I must wonder how the city and its citizens would manage to get anything done otherwise.
