Ammendment to the Venom Laws of post 7709

4. The purpose of this treaty is to ensure the availability of venoms through the realm of Achaea and the profitability of the Serpent Class for their efforts and sacrifices. Any individual found to be severely undermining either of these principals will be considered an enemy of this treaty and thereby an enemy of the Guilds and Cities that forged it.
4.1 If the individual accused is of the Serpent Class the severity of their transgression will be judged by a panel of all three Serpent Guildmasters. A guilty verdict can only be reached if there be no doubt in the minds of any of the panel regarding the harm the accused individual has caused.
4.2 If the individual accused is not of the Serpent Class the severity of their transgression will be judged by a panel of all three Serpent Guildmasters and all participating city leaders. A 2/3 majority vote must be reached in order for a verdict of guilty to be called.
4.3 Any individual found guilty by the appropriate panel will be enemied from all participating cities.
4.4 The Serpent Guilds reserve the right to issue or not issue punishments on a guild level to any individual found guilty by the panel.
