They're just trying to impose some sort of order upon it, but I tend to agree with Zbniebniz. The problem is the black market.
On that note, I'll be a part of your Merchants Guild, Zbnie... currently I'm saving money for several causes all at once though *mutter* but I'll see what I can do.
