The problem is should a Landmark be good or evil?
My answer is to find a way to have a good landmark for each evil one.
Map the landmarks and take them two by two. One of each couple being good,
the other being as Evil as good its coupled is.
The world will preserve its balance and many unuseful wars would be avoided
