Recent events, and more to come

Greetings, Sapience.
In a meeting held primarily between Mistral and I last Achaean month, three very important issues were put to rest, at least for the time being. In order to clarify some misunderstandings that seem to still be floating aloft, I offer you this post.
The first issue cleard was the City Enemy status of Mordyval within Hashan. Mordyval claims that he was given permission to hunt a fugitive of Ashtan by Hashan Government, seeing as how, under current affairs, neither Hashan nor Ashtan will provide refuge for an enemy of the other City. Raajin was then attacked, by Mordyval, within Hashan. True, it may seem as if Mordyval were given permission to do this, though I assure you he was not. For within Hashan, EVERYONE is welcome, and all law-abiding guests are afforded the same protection as Citizens. For his actions, Mordyval was enemied from Hashan. However, since there seems to be more than a bit of confusion in this matter, I have dropped his Enemy status, with the understanding that the same mistake will not be made twice.
Now, for the issue of Raajin's citizenship within Hashan. Yes, I did indeed make offer to the Exodus Battalion to house themselves within Hashan. No promises were made for a payment of any kind by the Exodus Battalion. I just wish to make this -perfectly- clear, as it seems that some are unable to fathom the idea that I, as well as Hashan, am actually -nice-.
Ashtan, it seems, took issue with the fact that Hashan would gladly offer herself as home to Raajin. Ashtan states that Raajin is still a fugitive, and therefore not to be afforded protection within Hashan. However, this is not the case, as Hashan sees it. Raajin is paying his sentence, in the form of 10 years of exile from Ashtan. The word extradition, by its very definition, negates (in my mind, at least) any further arguement. "Exile - Enforced removal from one's native country". Hashan sees, nowhere in that definition, a statement leading to the thought that the exiled party may not take up residence within another country (city). It is for this reason that I welcomed Raajin into Hashan, and it is by understanding of this that he remains as a Citizen today. Mistral has agreed that, until such time comes when negotiations of the Extradition Treaty (details following) are completed, Raajin's citizenship within Hashan will not be challenged.
Now, the third and final issue - Tranquility.
When Tranquility ran for GM of the Kharon, he was fully aware of Hashan's agreement with the Kharon that the GM is to be a Citizen of Hashan. As a resident Guild of Hashan, it only makes sense. So much sense, in fact, that Ashtan has followed suit in the cases of their resident Guilds. Tranquility himself will tell you that he knew of the agreements, yet had no intention of following them. In a moment of utter disgust with the entire siutation, I welcomed Tranquility to leave Hashan, and return to Ashtan. For it seems that, in order for our ages-old relationship to continue, Tranquility must be allowed to do as he pleases. Lady Ourania then, with a blast from the Heavens, destroyed The Way of the Hashanite, for one of The Way's grandest rules had just been demolished. As of that moment, Hashan was no longer a military dictatorship, as it was set up during the last days of Patronage by Lord Twilight. Now, Tranquility is welcome to return to Ashtan at his leisure. Finally, for those who will say it, I wish to prematurely dispell a myth. Everything that is posted in this has already been discussed beteen Mistral and I. There are no surprises here, nay are there arguments. Hashan, under the leadership of Elentari, and Ashtan while overseen by Napoloen worked for many years to build and maintain a fantastic working relationship. Now, under my leadership, I'll not see these relations broken. I have already taken preventative actions to assure that they are not, and I will continue to work directly with Mistral as the years go by.
(Post Script) I did promise earlier that I would explain the current workings being done on the Extradition Treaty. I lost track, however, so here they are now.
Hashan and Ashtan are currently working to either revise, or remove entirely, the Extradition Treaty. When it went in place, it was there to serve a purpose. However, it turned into an unleashed beast that members of both cities seem to want to hide behind, all while chastising it. For these reasons, and to avoid further barriers being built between Hashan and Ashtan, the treaty must be re-worked. It is being inspected, at present, and will be finished soon.
