By vote of the Council of Regents of Hashan it is hereby illegel to sell or trade items that are needed to complete quests that are based in and around Hashan.

In and around Hashan is defined as the road that runs east of the Zaphar to the Sea, Road of Eternity and all areas contained with in Hashan walls or survey as Hashan soil.
