Icewalls, vibrations, and other obstacles on the route to Ashtan

There has recently been a common occurence of Magi setting up icewalls, and vibrations near Ashtan for the sole purpose of blocking the entrance. This must be stopped. Before these offenders were not punished for these actions, but that era has come to a end. Any non citizens of Ashtan, unless given permission beforehand by a member of the Ruling class of Ashtan, will be enemied from the city for setting up icewalls, firewalls, vibrations and the such that will in anyway deter people from getting to or from Ashtan. There is no second chance, you have been warned and under no circumstances with ignorance be tolerated.
