I agree with you (whoa!). To depend on friends is weak. But it is also vain and foolish to refuse the support of friends if offered... and hence weak (to me weak is when you allow other faults to tarnish your soul - makes us all weak in some way).
As someone mentioned, nearly every strong Persona in Achaea has friends, good friends. Possibly not Gijan, though I wont state that as fact. And possibly not Mazrim either, but then, I've bareyl heard of Mazrim, got no idea if he's even considered strong or not (perhaps someone could answer that for us? - Khejian, your opinion would be respected by all on that question).

As to what friendship is? A state of trust between two people is friendship. There can be more than this, strengthening the friendship, but essentially its only a state of trust.
