The problem with your statement is that the same people break your precious codex time and time again with no apparent reprimand, seems to be based on who it is to break it. You have excommunicated others very quickly, and I am just assuming here, just because they where newer members. From what I have seen your Codex is a farce, something to use against those newer members that go against the older ones who abuse it. Do not attempt to suggest your punishments for going against your codex is a equal one for all of the realm has seen otherwise.
