You state that enemies have shown disrespect for Shallam's laws and don't need to know them. How can they disrespect laws that are kept away from them? And you state that the only ones who need to know the laws are allies. I guess this means that it's legal for enemies to break laws since they are not required to know the laws of the city. Yeah, that makes sense.
