Technically you were not killed inside Ashtan and the Shrine was not located inside Ashtan, it was on a road. And the range should not have been in effect inside Ashtan, how could Isildur know. Not only this but at the time an effective State Of War consisted between both the states of Ashtan and Shallam, so Isildur was just removing an available enemy in the most effective way he could. Same as Valor does his by walking into Shallam and killing anything that moves. It is unfortunate you died, my heart bleeds for you, no honestly it does.
