I believe the concept behind the venom band is supposed to be that the people and organizations who _proposed_ it have all the power they need to _enforce_ it.

That's all... I can't claim to speak for anyone else. I'm sure that without divine aid people will always have illegal venoms, and that to make venoms illegal that Noxalar sells would be useless. Similarly, (it seems to me at least that) to ban herbs, elixers, or salves that Rurin sells would be useless. It _might_ make some herbs harder or more expensive to buy, but that's it.
