A point has been neglected, so I'm going to un-neglect it...
The church is obviously using trickery and subterfuge. They know that if there were a shrine at The Gates where many who would defile it pass, it would be destroyed within a matter of minutes. But by placing it in a remote location, it has a better chance of surviving longer, and the Church would have that much more influence.
