The church does not sanction shrines in Ashtan, Hashan, or the forests.
You seem to be falling for the same ploy yet again, Shrines have been
placed in Ashtan before remember in order to drag your city into conflict
you should be looking at who gains from a wooden shrine located in the
outskirts of Ashtan. The church?? Ashtan?? I would suggest neither, the
ensuing war will costly to both parties, the only benefits go to those
that are already at war, and require allies...Twilight's order, curiously
perhaps those responsible for previous placements of shrines in Ashtan
designed to enrage the populous thereof!
