It seems to me that, if a person has key access to a storeroom, then chances are he owns the store. That being the case, uninvited guests may be dealt with as the owner sees fit, regardless of city laws. The excuse of not knowing where one was prisming to doesn't wash...'Look before you leap' is the phrase that comes to mind.

On a lighter note, isn't the phrase 'Anarchy Rules' an oxymoron? Selah...
