Milking can only be done by guild permission. Milking can only be done in certain areas on sapience. Milkers can only get access to these areas by guild permission. Milking of illegal venoms is for personal use only, restricted to weapons and fangs only.

So, there will be illegal venoms in the land no matter what, we can still secrete them. Because you can only milk illegals with guild permision, for that matter ANY venom with guild permision, there wont be much space to milk a full vial of anything with the surveilance.

And before you go spouting off about the corruption of other guilds, look to your own, because not one guild is safe from corrupting influences.
