umm... if milking were really only done my guild permision then there would be no "illegal" venoms in the land, however, there is STILL an "illegal" venom trade and will continue to be one as the milking and sale of these venoms is a lucrative business. If you want to stop the sale of these venoms it is completely useless to go after the consumers as I'm sure they'd be willing to die once or twice to be able to use those venoms to kill many enemies. No, instead you should actually look at the rampant corruption in your guild that allows these venoms to be circulated.
