Urza weakened the shrines when he was a priest, abilities like pilgrimage and some others draw power from the shrine, thats what Ody is talking about, Urza was draining the power from the shrines when he was a priest, only priests and templars have any power over shrines, therefore all other guilds cannot affect/effect shrine conditions as of yet.
By the way im not defending the church, just pointing out facts about guild abilties.
