city defences bla bla bla

I have an idea. (no, it doesn't hurt!)
At present there are two extremes in city defences: Free to come in, or get pelted by arrows and have your mind crushed.
I don't think this is completely fair.
For crimes of burglary, for instance, the punishment is death if the enemied person comes into the walls of whatever city. Very savage, in my opinion.
While powerful murderers can come in and the defences aren't even enough to phase them.
So here's my proposal: Degrees of enemy status.
For, say, thievery, the enemied person wouldn't be able to enter any rooms with shops in the city.
But for murder, the person would be stopped completely from coming in, not just be shot at.
If you really think it out, it could work well. This is just the rough idea form.
Take it or leave it. I don't care. I'm just trying to put some ideas out there so we can resolve this little thing as quickly as possible.
bye now.
