That is a great idea to make city defences stronger. I agree that
it is very troublesome to have a supposed defence in place only to
find your enemies knocking at your gates and killing your citizens.
The defences of all cities should indeed be stronger as long as the
Church gives up the ability to Convocate people to within the city
limits. Seems like a fair trade off for anyone who has been on the
giving or receiving end of a Shrine.
