Goblins?

I have never seen a goblin attack unprovoked, especially the miners in upper Azdun. Although I keep hearing that they plan to invade us, I have never seen this happen nor heard of it happening in recent past. Are they misunderstood regarding the invasion issue? Is this a bluff they make to scare away those who terrorize them? Are they innocent and deserve the protection that someone (sorry, I forgot who you were) has promised them from those who wish to slay these poor people? I do not pretend to know the answers to these questions as I am no expert on goblin culture and society, but it seems to imply that they deserve to be let alone and those killing them should be slain when seen attacking these poor people as punishment for attacking innocents (ie-"Taranis law").
