Those sound like defenses to me. I haven't really made any enemies but when I'm around those who are known for killing without reason I tend to throw up my defenses to. Sounds to me like Kei was preparing to defend herself from an unprovoked attack. Maybe, maybe not. There's no way to tell. Therefore it seems to me that you are assuming the worst which could lead to accidentally killing an innocent, something that the Church in its benelolent wisdom does not support. It's like guilt by suspicion instead of by proof. Logically, the best course of action would be for you to put up your defences, ask the person what why he or she is setting up defenses, and then attack once aggressive intent is known. If the other person says he or she is putting up defenses to protect from a possible unprovoked attack then you know not to kill that person. You can then be thankful that you did not kill another innocent person and that you are truely doing the work of the Church: protecting the innocent.
