I think it is a bit presumptuous to enemy people leading orphans out of Shallam. That does not mean they are to be unrolled in the Loving Hearts Orphanage in Ashtan. There are other non-malovent uses for orphans other than the two citys' orphanages, so it would be best that Shallam rulers ask why the orphans are being lead out lest they enemy someone for doing no harm unless, of course, Shallam supports enemying people for doing no harm.
