My Great Lords,
It is clear that the shrine errected in Ashtan was placed to bring about an end to the Treaty that we so often speak about here. That person wishes that treaty broken.
Be that as it may (and burning the old treaty and finding a new one may be our best option, right now), this threat goes deeper that perhaps we mortals realise.
I am mortal, but I am also a scholar, spending time in study to learn more of Chaos as well as the very nature of the Lands. I hope you will, therefore, give me some lenience in what I say, since I can never understand an Immortal Being on any true level.
By errecting a shrine in Ashtan, the culprit (be he or she mortal or Immortal), has spread distrust. And it is clear the Gods are not unaffected. Such a force is one to be reakoned with. Perhaps the shrine was placed by one of the Divine, perhaps it was placed by a new force. We do not know, but I beg the Gods to protect us through this difficult time.
I warn all of you against the culprit causes the Devine to be unhappy.

There are many possible motives for errecting such a shrine. If the culprit's idea was to simply sew Chaos and decay over that Lands, then he or she has acted wisely. Eris surely shines on such an individual or individuals.
