Ashtan has been enforcing the treaty, I would like you to point out a situation where the city of Ashtan has no held it's part of the treaty up? At this point you will probably end up with no conclusion whatsoever and the answer is simple because no Ashtanian has blatantly broken the treaty while many from your party have (Through means of Convocation and the recent shrine infestations). Perhaps you should read through the past 500 public postings and point out one in which the Ashtan Council did not act.
