Treaty as pertains to Delos

Greetings,
Apparently I missed something. Could someone send me the location
of the news scroll whereby the leaders of Delos became signatorys
of the Treaty?
As Lord Twilight stated in post 3267, the villages of Sapience
and the territory the control are not covered by the Treaty. To
quote his divine hand, "So what this means in practical terms, is
that shrines located within those villages are still open to
defilement or sanctification."
So unless I have missed such a previous pronouncement the Warnings
issued against Aeilan (post 3632) and Angelo (post 3634) are null
and invalid.
Of course, if someone wishes to argue Twilight's word, one could
take it up with Him.
