My dear Fellow,
I don't think it has any bearing whether the shrines can be removed
or not any more. The fact remains that they continue to pop up all
over the place in defience of the Empire. Since the erectors of these
shrines know they have been forbidden they must accept the consequences.

Just as if someone (be it an individual or collection) decided to ban
entities it would be my decision as to whether or obey, or defy, the
consequences as ever are mine. We all have a free choice, but free does
not mean without cost.
