Shallam, but most importantly Achaea (views of a hunter)

There are three settlements in Achaea that have attained the honourable size of city-states. Though I myself specialize in meditating upon the senselessness of the actions of some (perhaps most?) who do live in the city-states, I myself reside in the forset, so don't bother bringing it up. There is a government in every city state, the ONLY one responsible for ruling over its citizens, thus the ONLY one who can create justice. Though you may all read the scroll on the constitution of Shallam, I will save you the trouble and post some of it here:

The Sultan of Shallam is GrandMaster Mical Selvaetiim.
The divine patron of Shallam is Aurora, Goddess of Light.

The members of the ruling council of Shallam, known as Viziers, are:
Arch-Justiciar Zaklin, Legendary Dragon of Light
Dr. Maran
Perseus
Miss Echo l'Altro di Rienzi
GrandMaster Mical Selvaetiim

Ambassador : Dalithus Valnor
Minister of War : Miss Echo l'Altro di Rienzi
Minister of Security : Monk-Man Dekkar DoCesi, Sentaarian Telepath
Treasurer : Arch-Justiciar Zaklin, Legendary Dragon of Light
Steward : Dr. Maran
Minister of Trade : Sir Jugglefire, of the Paladins
Chancellor : Yeshua, the Cynic


So, what am I getting at? There have been a few violations of protocol with which all of Achaea should be concerned. The first is the fact that Dalamar is not a member of the Ruling council, nor an appointed official in Shallam. The second is that Dalamar is quite blunt since he would have noticed Elentari's word in the treaty is far greater than his - which would be none - since she is the Seneschal (-Mistress) of Hashan, the highest position attainable within the government of Hashan. The second is the fact that "warnings" should most likely be made by one of the members of the ruling council, especially if they are to be given official and public value. Some of the entrusted officials should also be considered as having official word on "warnings", respectively the Ambassador and the Minister of War (read the scrolls on government for the obvious reasons that I name only those two Ministers).
Then, there has been confusion as to how punishment is dealt on violations of a present treaty between Ashtan, Shallam, and Hashan. When quick evidence lacks, people tend to put arguments away (i.e. Napoloen's response to Maran's accusations concerning Isamu). How about a hearing? How about a chance to present witnesses, and a unanimous decision being made upon convicting or not convicting a certain person by the officials present after said hearing? In fact, enemying a person should not be as simple as saying "Enemy Dalamar!" (for example). It should be agreed upon by more than one official (at least one from each city) that the treaty has been violated before one should get enemy status from any of the three signatary cities. When said unanimous decision is made, punishment should be dealt as agreed in the present treaty.

Final thought: democracy is great, though I much rather prefer the anarchistic ways of the wild, but only with respect to an established protocol can democracy be just. Shallam has claimed to be a democracy and the other two cities walk like democracies and quack like democracies as well, so please do not allow any individual in the crowd constituted by your citizens speak for the entire city just because he is a citizen. You have officials for that.
