The rule is simple. Frogg killed the Dowager, who is well-known to be
a long-time resident loyal to the city of Ashtan. The same can be
said for Epicurus, etc. A probe will tell you much about whether the
loyalty lies with the city of Ashtan. The orphans, however innocent
they are, do not have their loyalty known.

The rule is not about killing innocents. It's about killing those
loyal to the city of Ashtan.
