Despite the law forbidding shrines the church has taken it upon themselves to erect another. This is intolerable and leaves me with no choice but to declare all members of the church outlaws. Members of the church may be slain on sight. The empire

regrets having to take this action, but the church has brought this upon themselves. Mistral has giving her word to not use any shrines to harm or impose her will upon others, she wishes to live in peace. To prove our decision of freedom of religion
in
the Empire, Mistral is granted exemptions from being outlawed, she is a citizen of the Empire. She may practice her religion freely as long as she does not impose it on someone.
