The more I think about it, the more I dont understand why you harbour such a person as Dalamar. He attacked me when I was a citizen of Shallam (Inside Shallam for defending myself against Nuitari's attacks), has QUIT Shallam many times, killing a few citizens in the process, and has broken the treaty. I can almost guarantee you he will do it again.
He crawls back to Shallam, because everyone else in the land hates him, and will not let him contaminate thier cities.
The only time I have ever seen him attack anyone is when he has at least 2 more people with him. He gets away with this because he is 'no longer part of the Paladin Guild' Why in the hell is he still a member of a city that houses a Church he has forsaken? Is it pity? It's definately not because he is respected.
I have heard many within his guild speak against him, and nearly EVERYONE who isnt a part of the church within Shallam, publicly voices thier despite for him.
I guess Shallam needs all the help they can get, and he needs a city to live in. He obviously has no respect or like for Shallam, seeing as that he has broken every law and moral they supposedly uphold.
