Well, it seems we have a little lack of clarity here... Dalamar did not use convocation as the treaty clearly bans this. What he did use is an ability called deliverance which is not only leagal, but is not even related to shrines... it can be done from anywhere to anywhere. I am most pleased to be able to clear up this detail. That being said, it seems that Vexlore has clearly broken the terms of the treaty. We have evidence of his defiling and in good faith, I look forward to his leaders doing the right thing. I agree Malaclypse, people flauting the terms of the treaty should be punished.
