This Treaty

Dark Salutations,
Know that the terms of this treaty do not apply to the other political entities of Sapience. Thus, the villages such as El'Jazira, Tasur'ke, Delos, Moghedu, etc. have not agreed to the terms. However, guilds that are an established part of a particular city are _not_ considered separate from the city-states in which they reside. So what this means in practical terms, is that shrines located within those villages are still open to defilement or sanctification. Of course the mayors of those villages might at a future time choose to become signatories of the agreement and that is their prerogative. The highway system, however, being "common access" areas are considered to fall under the jurisdiction of the treaty. Shrines within the forests of the land are covered under a separate treaty that the Church has with the Oakstone. As I did not choose to observe that event, you must seek out the leaders of the Church and the leaders of Oakstone to discover the details of that treaty.
