I did, in fact, have to meet with the entire ruling council of Ashtan.
When I informed Sinistar (who was the person who initially
contacted me) that we already had a treaty, he asked me to meet
him in the war room of Ashtan so the whole council could hear it
straight from the Druid's mouth as it were. And because this
issue is a non-issue, I didn't feel it nesseccary to bother the other
Hierophants by telling them that Ashtan wants to know if shrines
are allowed in the forest. Sounds like a large waste of time to me
just to have us all sit around and say, "Ok, you can tell 'em we've
already got a treaty."
