The Oakstone Council, Sinistar, does not require the "help" of Ashtan to keep shrines free from the forest. The Church has no intentions of ever putting shrines in the forest, but if the day ever came that they did, it would be the concern of the Oakstone Council, not the concern of Ashtan. We certainly don't want to encourage any tyranny now, do we?
