Ban on Hashani presence in Eleusis

As of this month, all citizens of Hashan are banned from setting foot within Her village.
The inexperienced youth will be warned on their first offence and enemied upon their second.
All others who hold citizenship in the Court of Shadows will be enemied immediately upon trespass.
