For years, Targossas has maintained significant territorial holdings across the continent, most recently under the banner of the Incandescent Empire of the Dawn. In this time, we convinced ourselves that the spread of our eidolic influence to villages and townships served the cause of Good, and that through the imposition of the Light and Fire upon neutral villages, we were safeguarding Creation.

We were wrong.

The subjugation of villages has not advanced Creation, and has instead only hindered the growth of those communities brought under our control. As a result of our actions, potential has been stifled. Our will has been imposed where partnership should have been offered. In our conviction to push back those forces that threaten Creation and its advancement, we failed to see the manner in which we ourselves had come to impede it.

This ends today.

By my decree this day, Targossas will no longer impose its eidolic influence upon townships and villages against their will. The First Empire of the Dawn is hereby dissolved, and all settlements held within it are returned in full to the governance of their local authorities.

Targossas will henceforth recognize the sovereignty of and independence of each of the continent's established townships and settlements, and will support their right to chart their own course.

To those communities who would embrace the teachings of Light and Fire, we extend a hand of friendship. Join us not as subjects, but as allies in the cause of Good and the advancement of Creation. Together, we can achieve what conquest never could.

Those villages who by their own choice align themselves with the forces of Chaos, Evil[, or Darkness will continue to be opposed, but even these enemies to Creation will not be subject to the imposition of Targossas' eidolic influence.

This decision will present new challenges for the Hearth. We will be tested by those who see in this moment an opportunity to exploit what they perceive as weakness. To those who would do so, be warned: our strength has never resided in the domination of the helpless, but in our resolve to face Creation's enemies directly.

To all those denizens of the continent who remain occupied and bear the yoke of oppression, know this: Targossas stands as a beacon of hope. You are not alone.
